Weatherization Programs Administered by the Community Action Council of Howard County Help People on All Walks of Life
The CAC assists low to moderate income homeowners and renters permanently reduce their energy bills by making their homes more energy efficient. Services are based on an energy audit and typically include installing insulation, reducing air infiltration, sealing and repairing ducts, and tuning and repairing heating and cooling units. Many clients need these services to improve their living conditions for their health, financial health, and efficiency of the home.
CAC also deals with crisis situations. A family came to CAC as a Crisis Cooling client using MEAP funds. They were matched with the family through DHCD at the end of June, 2019 and recently received a new AC unit. The family has several young children (under 5) and had been sleeping on the porch because their home was too hot, even with fans running.
Another client, age 94, was referred to CAC after her basement flooded, she had no hot water, and sludge came out of the faucet. They were not able to assist her through any of the programs offered, but after bringing it to the president, she determined that CAC would use agency funds to help her anyway. She was in danger of electrocution due to her electric water heater being located in the flooded area, and they were able to clear the flooding and replace the water heater, taking her out of danger and providing her with access to clean, hot water.

The 2018 Poverty & Health Insurance Data was Released in September from the Census Bureau
From the Press Release released Sept. 10, 2019: The U.S. Census Bureau announced today the median household income was not statistically different from the 2017 median, and the official poverty rate decreased 0.5 percentage points from 2017. At the same time, the rate and number of people without health insurance increased from 7.9%, or 25.6 million, in 2017 to 8.5%, or 27.5 million, in 2018. 2G Messaging Tools
Ascend and the FrameWorks Institute has released a playbook and messaging guide to support practitioners, agency leaders, advocates, and families in talking about and building support for the 2Gen approach.
These materials offer guidance on how to make intentional choices about where to start, what to emphasize, and what to leave unsaid. The playbook, supported by the Annie E. Casey Foundation and the David and Lucile Packard Foundation, outlines a set of ten framing guidelines that the 2Gen field can adopt to shift mindsets. Check out the messaging guide for topline messages, tips, and examples for crafting memorable, effective messages for the public and policymakers.
