HUD's HDX Now Open for CoCs to Submit Their FY 2019 System Performance Measures Report
HUD’s Homelessness Data Exchange (HDX) web portal is now open for Continuums of Care (CoCs) to submit their FY 2019 System Performance Measures (SPM) data. The deadline for submitting the FY 2019 SPM data is: Friday, February 28, 2020 at 8:00 PM EST.
Note: These reports will not be submitted through the new HDX 2.0, but will instead be submitted through the original HDX “1.0.” Please be sure to visit the correct site when updating credentials. The two sites do not share passwords, so you will need to maintain/update the two separate passwords – one for each site.
Meeting the data submission deadline for the SPM report is a factor considered by HUD in the annual CoC Program Competition. CoCs should consider the amount of time it may take to compile and enter information needed to meet the reporting requirements. HUD does not anticipate granting extensions to the data submission deadlines.
Throughout the submission period:
  • CoCs should work with CoC Program recipients and HMIS Leads to prepare for annual reporting requirements.
  • HMIS Leads should work with their vendors to ensure they have access to the necessary reports and materials for their CoCs to meet upcoming deadlines and confirm/update their HDX 1.0 login information as necessary.
  • CoC Program Recipients should respond to any data quality-related requests from their HMIS Lead agencies and continue to monitor their projects’ data quality.
The Data Submission Manual on entering FY 2019 SPM data via the HDX is available for download from the System Performance Measures page on the HUD Exchange.
