The Employment Services Manager for Our Daily Bread Employment Center (ODBEC) is responsible for coordinating the job placement and retention services for clients.  ODBEC, a program of Catholic Charities, Baltimore, helps clients develop job search skills and has placed more than 1,000 people in jobs with local employers.  

The Employment Services Manager oversees job development, promotes job opportunities in the business community and helps to build an ongoing relationship with employers.  Provides leadership to members of the employment services team of staff, serves as a job placement manager and helps to match clients to jobs with local employers.  

Responsible for program budgets including funded grants.   

Develops and updates policies and procedures for employment operations and analyzes reports monthly to ensure placement goals are on target.  

Provides training and development opportunities for employment services staff, evaluates their job performance, provides staff recognition and builds and effective employment services team. 

Oversees client placement activities, tracks client progress and uses a coaching model to help clients/staff overcome any obstacles or challenges to running an effective program.

Oversees data collection, analysis and reporting using the Efforts to Outcomes (ETO) database.    

Serves as member of the ODBEC Management Team, working collaboratively to deliver high quality services.  

Provides hospitality to all ODBEC visitors and treat all clients, staff, volunteers and business partners with dignity and respect. 

Candidates for the position must possess a bachelor's degree in Human Resources, Marketing, Business or related field and minimum of 4 years related experience or an equivalent combination of education and experience.  The position requires excellent presentation, marketing, and entrepreneurial skills.  Demonstrated leadership and supervisory skills as acquired through at least one year of supervisory experience. Must have ability to communicate effectively in oral and written form; impart information to others using adult methods of instruction; organize and prioritize work; develop beneficial working relationships with employers; pay attention to details; work independently and as a productive member of a team; and meets established deadlines and goals.  Requires a working knowledge of Microsoft Word, Outlook, database management and use of the Internet effectively. Ability to travel to other locations for training and meetings.  If driving on agency business must possess a driver's license with no more than 3 points.  Must have visual and hearing acuity and clear speech sufficient to perform the essential functions of the job efficiently.

Evaluating the New Senate Funding Plan for Homelessness

This week, advocates got a first look at the Senate’s proposed FY2019 budget for federal homelessness programs. The new draft from the Senate Transportation and Housing and Urban Development Appropriations Subcommittee has some great overall news, including the following investments:
  • $2.6 billion for homeless assistance grants programs, with $80 million targeted toward youth homelessness and $40 million for rapid re-housing for survivors of domestic violence
  • $40 million in new HUD-Veterans Affairs Supportive Housing (VASH) vouchers
  • $22.8 billion for tenant-based (Section 8) vouchers
The bill does have one concerning flaw: the current draft fails to reauthorize the U.S. Interagency Council on Homelessness (USICH). Unless amended, this would force the agency to shut down in 2020. For this bill to provide a comprehensive response to homelessness, it will require both appropriate investment and efficient coordination of federal resources through USICH.
