FY 2018 HOME and HTF Homeownership Value Limits Effective April 1, 2018

HUD has issued new HOME Investment Partnerships Program (HOME) and Housing Trust Fund (HTF) Homeownership Value Limits ("95% limits") for 2018 that are effective April 1, 2018. In 24 CFR 92.254(a)(2)(iii) of the Final Rule published on July 24, 2013 and effective August 23, 2013, HUD established new homeownership value limits for HOME PJs. In addition, 24 CFR 93.305(a)(1) of the HTF Interim Rule states that HUD will provide limits for affordable newly constructed housing and existing housing based on 95 percent of the median purchase price for the area.

Updating Maryland's Annual Plan
Under the guidelines established by the U.S. Department of Housing and Urban Development (HUD), notice is hereby given that the Maryland Department of Housing and Community Development (DHCD) will hold a series of public hearings to develop its new draft Annual Plan update of the State's Consolidated Plan.  

The Consolidated Plan is a five-year planning document required by HUD that sets out overall Statewide goals and priorities for housing, community development, and economic development activities.  Special emphasis is given under the Plan to provide assistance for extremely low-, low, and moderate-income persons.  In addition to being a planning document, the Consolidated Plan also serves as the State's application to HUD for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Housing Opportunity With AIDS (HOPWA) and the Housing Trust Fund (HTF).  These funds are used primarily in the State's rural areas, as many communities, including Anne Arundel, Baltimore, Harford, Howard, Montgomery, and Prince George's Counties, as well as the Cities of Annapolis, Baltimore, Bowie, Cumberland, Frederick, Gaithersburg, Hagerstown and Salisbury receive their own funding directly from HUD. DHCD expects to receive about $4.1 million in HOME funding, $7.1 million in CDBG funding, $1 million in ESG funding, $1.8 million in HOPWA funding and $3 million in HTF funding FFY 2018. Due to Congressional matters final funding may not be determined until after public participation has occurred. DHCD will address possible adjustments in funding in this year's plan. 

In addition to the above, it should also be noted that the Consolidated Plan also makes it possible for DHCD, public housing authorities, local governments, nonprofit organizations, community action agencies and others to apply for funding under HUD's competitive grant programs.  Local public housing authority Plans must be consistent with the State's Consolidated Plan, and USDA Farmer's Home housing programs and Federal Low-Income Housing Tax Credits are also coordinated with the Plan.   Lastly, while not directly covered by the Consolidated Plan, HUD funding allocations for the Section 8 Certificate and Voucher programs may be made in a way that enables jurisdictions to carry out their Consolidated Plan. 

In developing its five-year Plan, the State determined it would focus its resources on four main priorities:  Revitalizing Communities, Expanding the Supply of Decent Affordable Housing, Providing Homeownership Opportunities and Reducing Homelessness. The Annual Plan update (which will be for the fourth year of the current Five Year Plan) will establish one-year goals for these priorities.  It is to this purpose that we are holding public hearings - to gain input regarding how to carry out these goals in the coming year.   

At this point, nothing has been written for the draft Annual Plan update.  These hearings are to gather initial input about what should be in the draft Annual Plan. It should be noted that HUD has changed the Annual Plan from a written document to a largely online tool using pre-filled data. DHCD will then write a draft Annual Plan, using the new online system using the data that HUD has provided, which will be released for 30 days of public comment (including written comment) at the beginning of May, 2018.  After the public has had several weeks to review the draft Annual Plan, a second set of hearings will be held beginning around the third week in May.  Additional comments, recommendations, and suggestions will be taken during these hearings (and during the full public comment period), with the final version of the Annual Plan submitted to HUD on or around June 18, 2018.

Correction: The previous message sent out regarding the NHSDC conference mistakenly noted that projects without funds designated for HMIS cannot use funds from other budget line items to attend the event; this is incorrect. The updated message below corrects this error.

The National Human Services Data Consortium (NHSDC) is a collaborative organization that understands the importance of data quality and the value of using valid and reliable data for community planning and performance measurement. NHSDC has worked for over 12 years to deliver conferences that allow Homeless Management Information System (HMIS) professionals to discuss current challenges and best practices while developing a critical network of peer support.
The 2018 NHSDC Spring conference will be held April 18-19, 2018. A pre-conference institute and community tour will be offered April 17.
As in past years, the NHSDC conference is a HUD-approved conference. Therefore, HMIS funds awarded under the Continuum of Care (CoC) and Emergency Solutions Grants (ESG) Programs may be used to attend the 2018 NHSDC Spring Conference. Projects without funds designated for HMIS can use funds from other budget line items (e.g., project admin funds) to attend this event.

Hill Watch: Congress Releases Omnibus Spending Bill for FY2018
Contains good news for homeless veteran programs
Last night Congress made public its funding bill for Fiscal Year 2018, which runs from Oct. 1, 2017 until Sept. 30, 2018. The deadline for passage of the bill is this Friday at midnight. Without passage of this or a short stop-gap bill, the federal government will enter another shutdown.
Contained within the text of this omnibus funding package (H.R. 1625) is an array of good news for veteran homeless programs – not just at the U.S. Department of Veterans Affairs (VA), but also at the U.S. Department of Labor (DOL), and the U.S. Department of Housing and Urban Development (HUD). The omnibus proposes the following funding levels for our current fiscal year:
  • $340 million for the Supportive Services for Veteran Families (SSVF) program (an increase of $20 million over last year),
  • $257 million for the Grant and Per Diem (GPD) program (flat funding from last year),
  • $50 million for the Homeless Veterans Reintegration Program (HVRP) at DOL (an increase of $5 million over last year, and the first time the program has received a full appropriation of its current authorized spending limit), and
  • $40 million for new HUD-VA Supportive Housing (HUD-VASH) vouchers (good for roughly ~5,500 new vouchers).
But the good news is not contained only to budgetary numbers. Contained within the accompanying explanatory reports are instructions to VA on two deeply important issues relating to the HUD-VASH program.
The first is a direction that VA supply case management funding for the new HUD-VASH vouchers created in this bill. Since the President did not request new HUD-VASH vouchers, VA did not request case management funding for new vouchers. However, Congress has acted to create the aforementioned $40 million worth of new vouchers. This direction ensures that these new vouchers will be case managed – and directs VA to supply a new budgetary projection for case management of all new vouchers. This effectively ends the unfortunate one-year delay between the creation of vouchers and the provision of case management funding we have experienced since 2016.
The second is a direction from Congress that will protect HUD-VASH case management funding from diversion to other purposes in FY2019. Following the confusion of the proposed conversion of HUD-VASH case management funding from “Special Purpose funds” to “General Purpose funds” within VA last year, Secretary Shulkin promised no conversion would be carried out during this fiscal year. He made no such promises for FY 2019, however. This language from Congress directs VA to propose any changes of this type in an annual budget submission; as that submission for FY 2019 has already been made, this should protect HUD-VASH funding at least through the upcoming Fiscal Year.
The House of Representatives has passed this bill earlier this afternoon, and the Senate must pass it by Friday night in order to avoid a government shutdown. Prospects for passage of this omnibus bill are positive, and it is important to note that no provisions discussed above are in jeopardy.
