Director of Continuum of Care

The United Neighborhood Centers of NEPA is seeking a qualified candidate for the position of Director Continuum of Care. The continuum of care, known as the Scranton/Lackawanna County Continuum of Care (CoC), is the HUD-designated regional entity responsible for coordinating services and planning strategies to prevent and end homelessness in Scranton and all of Lackawanna County. The Director Continuum of Care will be an employee of the United Neighborhood Centers of NEPA and work under the direction of the Scranton/Lackawanna County Continuum of Care (CoC) Executive Committee. Duties of the position include:
  • Managing the annual grant application process as the Collaborative Applicant for the HUD Continuum of Care (CoC) Notice of Funds Availability Grant.
  • Registering the Continuum of Care in the HUD eSNAPS program, tracking the grant inventory worksheet and writing the collaborative applications for Continuum of Care Programs. Overseeing the project grant application rating and ranking process, and ensuring submission of complete and timely grant applications.
  • Providing support to the Continuum of Care Board of Directors and facilitation of bi-monthly full continuum membership meetings and Board Meetings. Serving as the principal point of contact for all Continuum of Care activities.
  • Act as System Administrator for the Continuum of Care's Homeless Management Information System (HMIS), including database management, trainings, providing agency level and end-user HMIS support, CoC wide data analysis for annual needs assessment and other performance assessments.
  • Responsibility for state and federal reporting including the Longitudinal Systems Analysis, Point In Time (PIT) count, Housing Inventory Count (HIC), ESG CAPER and System Performance Measures.
  • Coordination of the CoC's annual Point In Time (PIT) count of sheltered and unsheltered persons, including recruiting and training volunteers, coordinating the 24-hour count in late January, reconciling the data collected and submitting it on a timely and accurate basis to all stakeholders including state and federal government, state coalition, and the CoC.
  • Providing information on homelessness to City and State entitlement communities.
  • Participating in state and federal webinars, state conferences on homelessness, representing the CoC on regional CoC and HMIS calls, and attending other relevant trainings and conferences on homeless systems planning and HMIS system management.
  • Ensure CoC compliance with all HUD regulations via maintenance of updated policies and procedures and open, accessible, integrated and effective system of service provision.
  • Assuring a local system of coordinated assessment remains operational, effective and viable throughout the CoC catchment area.
  • Other administrative duties as assigned.
Qualified candidates should:
  • Hold either a Master's Degree in a Human Services field or Public Administration;
  • OR a 4 year degree in a Human Services field and at least 5 years' experience in human services administration with program development and oversight.
  • Be proficient in Microsoft Office Applications including Word, Excel and Powerpoint.
  • Excellent verbal and written communication skills. Ability to work across systems and with diverse populations.
Preferred experience includes:
  • Data analysis and/or database configuration and user support.
  • Knowledge of local community resources related to homelessness, crisis services and the health care system.
