Description
This Notice of Funding Availability (NOFA) establishes the funding criteria for the FY 2016 Continuum of Care (CoC) Program. HUD is making available approximately $1.9 billion in Fiscal Year 2016 for the CoC Program. The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.
The FY 2016 CoC Program Competition deadline is Wednesday, September 14, 2016 at 7:59:59 PM EDT.
Please note: The FY 2016 CoC Program NOFA was updated on August 16, 2016 to account for technical corrections. The following are the technical corrections to the FY 2016 CoC Program Competition NOFA:
·        Section VI.C.2.h. Applicant Code of Conduct. The URL is updated: http://portal.hud.gov/hudportal/HUD?src=/program_offices/administration/grants/conduct;
·        Section VI.D.1.g. The year is corrected to "2016" from the "3016" year currently in the text;
·        Section VII.A.2. Project Ranking, Review, and Capacity. The narrative in the introductory paragraph is revised to correspond to the total points currently in the section – 29;
·        Section VII.A.3.d. Bed Coverage is updated from "Up to 4 4 points to "Up to 4 points"; and
·        Section VII.A.5. System Performance. The narrative in the introductory paragraph is updated to correspond to the total points currently in the section – 41.
