New NSP FAQs & Important Reminder: July 12, 2016 Program Income and Closeout Webinar


Transfer of NSP Program Income FAQs

As a part of the publication of the Notice of Neighborhood Stabilization Program (NSP); Changes to Closeout Requirements Related to Program Income (Program Income Notice) published June 14, 2016, HUD is releasing a series of Frequently Asked Questions (FAQs) regarding the transfer of NSP program income. The FAQs are intended to assist grantees with the policy and procedural considerations when using the option to transfer program income. In addition to FAQs, HUD will publish NSP Program Income Transfer Procedures designed to guide grantees through the mechanics of completing the transfer in the Disaster Recovery Grant Reporting (DRGR) system and the Integrated Disbursement Information (IDIS) system. Along with these resources, HUD has established a mailbox at: nsp-questions@hud.gov for questions regarding the transfer of program income and grant closeout efforts.

NSP Program Income Webinar - July 12, 2016 at 2 PM EDT

On July 12, 2016, from 2:00-4:00 PM EDT, HUD will host a webinar for NSP 1, 2, and 3 grantees to provide an overview of the NSP Program Income Notice. HUD will also discuss closeout efforts to assist NSP grantees in the preparation, completion, and submission of their NSP grant closeout documentation. Finally, grantees will learn about additional NSP resources to be released soon. Time will be made for questions and answers.
Please save the dates for webinars to be held in the coming weeks as well. On July 19, 2016, from 2:00-4:00 PM EDT, HUD will host a webinar to explain procedures related to the program income transfer allowed under the Notice. Additional NSP topics will be covered in webinars on August 2, 2016 and August 16, 2016.

Additional Resources

Biweekly NSP Expenditure Reports
HUD is resuming the publication of the NSP expenditure report on a biweekly basis to assist Field Offices and grantees with closing out grants. The report provides cumulative draw data for NSP1, NSP2, and NSP3 grantees, including:
  • Grant Amount: The amount of the original grant award
  • PI Received: The amount of program income received
  • PI Disbursed: The amount of program income committed and drawn down
  • Drawn from Grant: The amount drawn down from the original grant award
  • Total Drawn: The amount drawn down from the original grant award and from program income
  • LOC Balance: The line of credit remaining from the original grant award. In order to close the grant, funds in the line of credit must be expended.
