HUD Releases Version 4.0 of the APR Generation Tool for the Revised CoC APR and ESG CAPER and Announces Other APR Updates
HUD has released a revised APR Generation Tool (version 4.0) that supports the recently revised Continuum of Care Annual Performance Report (CoC APR) and Emergency Solutions Grants Consolidated Annual Performance and Evaluation Report (ESG CAPER), as described in the HMIS Programming Specifications. The primary purpose of the revised APR Generation Tool is to allow CoC and ESG recipients to produce the required annual reports when their Homeless Management Information System (HMIS) or comparable database is not yet programmed to produce reports for the CoC APR or the ESG-CAPER Annual Reporting Tool (eCart). An additional use of the tool is for HMIS vendors to test the programming of their system. The results from the APR Generation Tool are an exact match to the HUD HMIS Data Lab, so vendors can use HUD’s test kit data to test their systems’ results against the outputs of the APR Generation Tool.
ESG-CAPER Annual Reporting Tool (eCart)
The revised ESG CAPER, which incorporates the eCart in place of screen CR-65, is applicable starting with all Program Year 2015 CAPER submissions. In cases when their local HMIS or comparable database is not programmed to produce the required CSV export for eCart, the ESG recipient/subrecipient is advised to extract the data from their system, run that data through the APR Generation Tool and then export it as a CSV file for eCart.
HMIS vendors have been asked to program the revised CoC APR into their systems, and version 4.0 of the APR Generation Tool includes updates for the revised CoC APR. However, HUD is still working on making the revised CoC APR available in e-snaps. Until the revisions are made in e-snaps, recipients should continue to submit APRs based on the APR format that has been in place for the past few years. Grantees that need to use the APR Generation Tool to support the current CoC APR can do so by using version 3.07 of the APR Generation Tool, which is still available on the HUD Exchange. CoC recipients should use the APR Generation Tool to extract data from their system to generate the APR and then enter that data directly into e-snaps. Additionally, many recipients are asking for access to the FY 2014 APR. Unfortunately, that is not available yet. The first set of APRs will not be due until the end of April. HUD anticipates that it will open the FY 2014 APRs by the beginning of April. However, HUD will send a listserv when that becomes available in e-snaps.
