HUD Releases eCart Version 1.2


The eCart requirement is applicable starting with all 2015 CAPER submissions and only affects screen CR-65.

eCart Tool and Guidebook

An updated version of the ESG-CAPER Annual Reporting Tool (eCart) is now posted on the HUD Exchange. eCart Version 1.2 includes a fix that corrects the way data is pulled into tables Q10d (Gender by Age), 22d (Length of Participation by Household Type), Q23b (Homeless Prevention Housing Assessment at Exit), and 26b (Number of Chronically Homeless Persons by Household) on the “Combined Reports” tab. Recipients should discard older versions of eCart and use the newly-released eCart Version 1.2 for their 2015 Consolidated Annual Performance and Evaluation Report (CAPER) submission.

eCart Background Information

Starting with their 2015 CAPER submissions, Emergency Solutions Grants Program (ESG) recipients will report aggregated ESG program report information at the subrecipient level, using the newly-developed eCart. ESG recipients will obtain data from all ESG subrecipients through a special CSV export; this will be used to populate the eCart tool for submission to HUD. The information in eCart replaces all data previously collected on screen CR-65.
eCart is a Microsoft Excel spreadsheet that is configured to load report level, aggregate information from a Homeless Management Information System (HMIS) and produce all statistical information required by HUD on clients served in projects funded under ESG. eCart does not require identifiable, client-level data. Recipients will no longer need to manually enter data onto screen CR-65. Instead, recipients will attach the eCart to screen CR-00 of their CAPER submission to fulfill the new requirement.
Note: The eCart Tool is a macro-enabled Excel workbook (.XLSM). After you download and open the file, you will see a warning message in yellow at the top of the workbook warning you about the macros. You must click “Enable content” to allow eCart to function properly.

ESG CAPER Generation Tool Update

HUD is aware that some HMIS systems or comparable databases currently are not programmed to produce an ESG CAPER report. In those cases, the recipient/subrecipient is advised to use the ESG CAPER Generation Tool to extract the data from their system and export it as a CSV file for eCart.
The ESG CAPER Generation Tool is being updated to help vendors and communities extract the HMIS data to be uploaded in eCart. The ESG CAPER Generation Tool will be posted on the HUD Exchange as soon as possible.
