Period for Public Comments on ESG Interim Rule Closes on August 3, 2015


HUD issued the Notice of the Emergency Solutions Grants (ESG) Program: Solicitation of Comment on Specific Issues on June 3, 2015. This ESG Notice requests public comment on the ESG interim rule. **The comment period closes on Monday, August 3, 2015.** HUD encourages the submission of public comments that will help to inform upcoming changes to the ESG Program regulations.

In this Notice, HUD is seeking additional feedback and comment on certain, limited provisions of the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH): Emergency Solutions Grants (ESG) Program and Consolidated Plan Conforming Amendments (referred to as the ESG interim rule) published in the Federal Register on December 5, 2011.

If you have not done so yet, please review the Notice and submit comments by the August 3rd deadline. In many instances, HUD proposes specific language for comment. Many of the specific areas that HUD has identified for additional comment are based on feedback HUD has received via the HUD Exchange Ask A Question (AAQ), at conferences, and in discussions with recipients, subrecipients, and other stakeholders.

The Outline of the Notice of ESG Program Solicitation of Comment on Specific Issues provides an overview of the Notice. This supplemental document will aid readers in organizing final comments that they may submit.

2015 HMIS System Administrator Summer Training Series - July 29, August 26, and September 30, 2015 - 1 PM EDT


HUD National HMIS TA providers will be conducting a series of three webinars intended to provide guidance on the topics listed below:
  • July 29, 2015 at 1 PM EDT - HMIS Data Standards critical changes & clarification of "Consent to Share" vs. "Consent to Collect"
  • August 26, 2015 at 1 PM EDT - Changes to HMIS reporting requirements
  • September 30, 2015 at 1 PM EDT - Understanding how HMIS will be used to calculate System Performance Measures
A number of people have enrolled in the 2015 HMIS System Administrator Summer Training Series, being held on July 29, August 26, and September 30, 2015 at 1 PM EDT, but have not completed registration for each webinar. If you have successfully completed registration, you will receive an email confirmation for each applicable webinar with your unique link and webinar instructions from the following email address: Cloudburst Webinar - customercare@gotowebinar.com

If you have not received your GoToWebinar confirmation email, but have enrolled through HUD Exchange Learn, please complete the following steps:
  1. Navigate to HUD Exchange Learn and use your HUD Exchange account to log in.
  2. Once logged in, click on Courses I've Enrolled In under the My Training category.
  3. Select the appropriate course by clicking on the name of the course.
  4. On the next screen, in the Activities section, click the Launch button; you will be directed to a registration form.
  5. Complete the registration form and click Register. You will receive an email with instructions for joining the webinar. Please do not share the link you receive, as this link is unique to you.
  6. Repeat steps 2 through 5 for each course.
If you have not yet enrolled in any of the 2015 HMIS System Administrator Summer Training Series courses, but wish to do so, please select the appropriate webinar(s), then follow the instructions below. Please note that you must register for each webinar that you wish to attend individually.

    You will be directed to HUD Exchange Learn, if you are logged into your HUD Exchange account. If you are not logged in, you will be asked to log in before being directed to HUD Exchange Learn
  2. Select the Class, under Scheduled Classes
  3. Select the Enroll button
  4. On the next screen, in the Activities section, Select the Launch button; you will be directed to a registration form.
  5. Complete the registration form and click Register. You will receive an email with instructions for joining the webinar. Please do not share the link you receive, as this link is unique to you.

If you do not already have a HUD Exchange Account:

  1. Go to the HUD Exchange Account Registration Page
  2. Fill out the Personal Information and Login Information sections
  3. Click the Step 2button
  4. Step 2 prompts you to indicate your experience with the various HUD programs, systems, and topic areas
    Please note that the Program Experience fields are optional, and you may proceed to the next step if you have no experience in the areas listed
  5. Click the Register button at the bottom of the page to create your HUD Exchange account
  6. Your account has been created. Please proceed with registration instructions for “If you have a HUD Exchange Account”

Report: Demand for Rental Housing Surges as Homeownership Declines
Rental households have grown by 770,000 a year since 2004 while the number of homeowners declined for the eighth year in a row, according to the “The State of the Nation’s Housing 2015” released in June by the Joint Center of Housing Studies of Harvard University. Among the factors that researchers cited as driving the significant decline in homeownership, which is disproportionately affecting people between the ages 34 to 44 and 45 to 54, are the erosion of household incomes and limited access to financing.
Researchers also found that the number of renters who were housing cost burdened has reached a record high. Over the last 10 years, renters ages 25 to 34 who devoted more than 30 percent of their income to housing increased grew from 40 to 46 percent; while renters of the same age group who devoted more than 50 percent of their income to housing grew from 19 to 23 percent.

The materials cover a wide range of topics discussed during conference workshops, from the role of the child welfare system in ending youth homelessness to best practices in serving chronically homeless veterans to the meaning of functional zero, and much more. Upcoming Webinar: Coordinated Entry and Systems Change
Wednesday, August 26, 1 to 2 p.m. EDT
On Wednesday, August 26, the Alliance will host a webinar on implementing coordinated entry. In this webinar, Cynthia Nagendra, director of the Alliance’s Center for Capacity Building, will provide an overview of coordinated entry, as well as the critical components: access, diversion, assessment and prioritization, and referral. This webinar is intended for providers in communities that are just getting started with coordinated entry, as well as those working to improve their existing coordinated entry systems.

After more than five years here, I am ready to take on the challenge of grad school, but I will miss working with passionate and driven people across the country dedicated to such an important topic.
In my time here, I’ve learned a few things – well, I’ve learned a ton of things, but for the sake of this post, I’ll narrow it down to just the big ones.

Report: Affordable Housing Increasingly Unavailable to Low-Income Renters

Here at the Alliance, we believe that homelessness has a solution: housing. This solution sounds simple, right? In many ways, it is.
So if the solution to homelessness is so simple, why haven’t we ended homelessness yet? In large part, the answer lies in a lack of affordable housing. Recent economic and housing trends have resulted in a shortfall of affordable housing, particularly for low-income households. This in turn has left many people homeless and many more people vulnerable to homelessness.
A recent report on housing and rental market trends from the Joint Center for Housing Studies at Harvard University, The State of the Nation’s Housing, shows that rents have been rising across the nation while the supply of affordable housing has been falling. The growing disparity has forced many low-income renters (particularly those in high-cost markets) into precarious positions and placed them at particular risk of homelessness.

Reflections on #NAEH15: Ensuring Forward Momentum

As someone well into my second decade of NAEH conferences, I always come to the gathering with the hope and expectation of learning about new solutions to homelessness, engaging with interesting people, and honing my own skills in the field. This year, I was (once again) not disappointed.
The level of knowledge – and sophistication – that our field has achieved is impressive. We can, with increasing confidence, say that we know what it takes to make homelessness rare, brief and  non-recurring, and how to apply our shared wisdom in urban, suburban and rural settings to minimize, or even prevent, the crisis of homelessness for unaccompanied youth, adults or families.
