Hill Watch Update: No GPD Funding Cuts this Fiscal Year
Final appropriations update from NCHV for FY 2016
In yesterday's Hill Watch, NCHV updated you on the appropriations package that the President had signed into law over the weekend. We outlined what we knew at that point about how the veteran homelessness program money was to be spent. Critically, we highlighted uncertainty surrounding the funding level for the Grant and Per Diem (GPD) program.
NCHV is happy to announce that, upon review of the now-available “explanatory statement” accompanying the appropriations bill, there will be no funding cuts to the GPD program this fiscal year.
In this explanatory statement, Congress “… directs the Department [of Veterans Affairs] to fund the Supportive Services for Veteran Families [SSVF] and the Grant and Per Diem Program at the fully authorized level.”
This means that for this fiscal year the programs will receive funding levels of $300 million (SSVF) and $250 million (GPD). This congressional action reverses a proposed cut of $49 million to the GPD program that appeared in the President’s budget request last winter.
