Release of ESG CAPER Materials: eCart Tool, Guidebook, and Webinar Information


These new requirements are applicable for all 2015 CAPER submissions (beginning October 1, 2015) and only affect screen CR-65.

eCart Tool and Guidebook

The ESG-CAPER Annual Reporting Tool (eCart) is now posted on the HUD Exchange along with the Emergency Solutions Grant CAPER Reporting and eCart Guide, which is located on the first tab of eCart.
Starting with their 2015 Consolidated Annual Performance and Evaluation (CAPER) submissions in October, ESG recipients will report aggregated ESG program report information at the subrecipient level, using the newly-developed eCart. ESG recipients will obtain data from all ESG subrecipients through a special CSV export; this will be used to populate the eCart tool for submission to HUD. The information in eCart replaces all data previously collected on screen CR-65. eCart is a Microsoft Excel spreadsheet that is configured to load report level, aggregate information from an Homeless Management Information System (HMIS) and produce all statistical information required by HUD on clients served in projects funded under ESG. eCart does not require identifiable, client-level data. Recipients will no longer need to manually enter data onto screen CR-65. Instead, recipients will simply attach the eCart to their CAPER submission to fulfill the new requirement.

Upcoming Webinar: October 29, 2015 at 2:00 PM EDT

HUD will present the Using eCart for the ESG CAPER webinar on October 29, 2015 at 2:00 PM EDT, which will introduce ESG recipients to the eCart. Presenters will demonstrate how to use the eCart for the ESG CAPER, explain how to submit the eCart as part of the CAPER submission in the eCon Planning Suite, and answer questions related to eCart. The intended audience is ESG recipients and subrecipients.
The webinar registration link will be posted on HUDExchange.info and announced via the ESG listserv when available. To sign up for the mailing list, visit the HUD Exchange Mailing List Subscribe Page, enter the required fields, select "Emergency Solutions Grants" from the list of topics, and click "Subscribe to list."

ESG CAPER Generation Tool Update

HUD is aware that some HMIS systems or comparable databases currently are not programmed to produce an ESG CAPER report. In those cases, the recipient/subrecipient is advised to use the ESG CAPER Generation Tool to extract the data from their system and export it as a CSV file for eCart.
The ESG CAPER Generation Tool is being updated to help vendors and communities extract the HMIS data to be uploaded in eCart. The ESG CAPER Generation tool will be posted on the HUD Exchange as soon as possible. If you are concerned about meeting your CAPER due date, please contact your local HUD field office.

eCart Questions

If you have questions about eCart, please submit them through the HUD Exchange Ask a Question (AAQ) portal. On Step 2 of the question submission process, select “ESG: Emergency Solutions Grants” in the “My question is related to” dropdown and include “eCart” in the subject line for your question.
