Senior Analyst (Homeless/HMIS Programs)
Job Description

The Cloudburst Group seeks a full-time Senior Analyst to join a growing staff in providing technical assistance, training, outreach, evaluation, and other support in program implementation with non-profit organizations and local, state, and federal agencies engaged in community-based efforts to prevent and end homelessness. This position requires at least 10 years experience in human/social services with 5 years of experience in working directly with HUD's Homeless Management Information Systems (HMIS), Homeless/Continuum of Care (CoC) Programs, Emergency Solutions Grants (ESG) programming, and/or related federal, state, and local housing, social services, education, and community development programs.

Responsibilities:
·         Contribute actively and creatively to team providing holistic support for comprehensive community-based Continuum of Care (CoC) program planning and development focused on preventing and ending homelessness.
·         Contribute actively and creatively to team providing intensive technical support for Homeless Management Information Systems (HMIS) implementation, as well as use of local data sources for program planning, prioritization, and performance measurement.
·         Support efforts to assist local, state, and federal systems in data-based analysis and evaluation of homeless programs and initiatives.
·         Provide technical assistance and training via phone, online, and/or in person, as required. 
·         Translate federal government program rules and regulations (addressing program implementation, grants management and administration, and record-keeping and monitoring) for local, state, and nonprofit agencies that are implementing homeless programs and services.
·         Assist with development of both written and virtual training curricula, guidance documents, and tool kits for use by local/state jurisdictions and non-profit service provider organizations
·         Conduct community- and agency-based needs assessments to help identify areas of need to inform the delivery of outcomes-driven technical assistance. 
·         Assist with development of white papers, case studies, and other written reports
·         Assist with provision of policy and regulatory support for HUD Homeless, Continuum of Care, HMIS, and ESG program administration, implementation, and evaluation.
·         Independently manage schedule, workload, and assignments as a "virtual" employee.
·         Contribute thoughtfully to Cloudburst organizational and business development activities.

Required Skills
·         Excellent written and verbal communication skills
·         Ability to convey information in a clear and concise manner
·         Advanced skills in training and adult learning strategies
·         Demonstrated ability to apply data-based analysis to community problem-solving and strategic planning
·         Ability to prioritize and follow through on multiple projects, while working under strict deadlines in a fast-paced environment
·         Ability to work independently and with commitment to highest quality products and impact
·         Demonstrated ability to work in diverse communities and institutional settings with sensitivity to cultural and community dynamics
·         Strong interpersonal skills
Required Experience
·         Minimum Bachelor's degree in related field, advanced training, or equivalent experience and at least 10 years of experience in human services/social services.  Master's degree a plus. 
·         Direct experience with HMIS and related data systems implementation
·         Direct experience with HUD Homeless / Continuum of Care program administration.
·         Minimum five years direct experience in homeless programs administration, Homeless Management Information Systems, and/or related non-profit service delivery and management desired.
·         Experience in other homeless, housing, community development, or social service programs a plus.
