FY 2013 and FY 2014 CoC Program Competition Application: Deadline Reminder

As of today, January 29, 2014, there are 6 days remaining until the end of the FY 2013 CoC Program Competition.

Applications must be submitted in e-snaps by 7:59:59 PM ET February 3, 2014.


Applications must be completed and submitted in e-snaps no later than February 3, 2014, 7:59:59 p.m., Eastern Time. Please allow ample time to complete your CoC Consolidated Application and DO NOT wait until the last minute to submit. HUD strongly recommends that CoCs submit their applications at least 24-48 hours before the deadline. See Section VI of the FY 2013 - FY 2014 CoC Program Competition NOFA for application submission and timely receipt requirements for the FY 2013 CoC Program Competition process.
Important Updated Information:
The Notice on Appeals for the FY 2013 - FY 2014 Continuum of Care (CoC) Program Competition has been posted to the OneCPD Resource Exchange. This Notice provides guidance to Continuums of Care (CoCs) and Project Applicants applying for funding through the FY 2013 – FY 2014 CoC Program Competition regarding the information that must be submitted to HUD in order to appeal one of the following decisions:
  1. A project applicant believes that it was denied the right to participate in the CoC planning process in a reasonable manner. For more information see Section II.A of the Notice.
     
  2. An eligible applicant was denied CoC Program funds by HUD, or requested more funds than HUD awarded. For more information see Section II.B of the Notice.
     
  3. An eligible applicant whose jurisdiction refused to sign the Consolidated Plan certification for the project. For more information see Section II.C of the Notice.  
Additional Clarification on the Consolidated Appropriations Act, 2014 as it pertains to the FY 2013 – FY 2014 CoC Program NOFA's requirement of a commitment letter for nonprofit organizations applying for rental assistance:

Question: I am a nonprofit applying for CoC Program funds. Am I required to have a commitment letter from a State, unit of general local government, or public housing agency that is dated by the application submission deadline as required in Section II.B.5 of the FY 2013 – FY 2014 CoC Program NOFA?

Answer: No. Because the Consolidated Appropriations Act, 2014 contained language permitting nonprofits to administer rental assistance, nonprofit organizations are no longer required to obtain a commitment letter from a State, unit of general local government, or a public housing agency agreeing to administer the rental assistance awarded under the grant on the nonprofits behalf. Nonprofit organizations are now able to administer rental assistance.

Any questions received after TODAY, January 29, 2014 are not guaranteed a response prior to the application deadline. CoCs, Collaborative Applicants, and Project Applicants that require information and technical support regarding the FY 2013 CoC Program Competition may submit an electronic inquiry to OneCPD Ask A Question. Starting on Friday, January 31, 2014, the AAQ will only respond to emergency technical support questions up to the competition deadline of February 3, 2014, 2013 7:59:59 p.m., Eastern Time.
