HOME Income and Rent Limits Moved to OneCPD Resource Exchange


HUD has moved its HOME Income and Rent Limits to the OneCPD Resource Exchange. The HOME Income and Rent Limits are currently available from FY 1998 to 2013.
When the FY 2014 HOME Income and Rent Limits become available they will be posted to the above links, and also accessible from the HOME Program Resource Page on the OneCPD Resource Exchange under “HOME Program Limits.”

IMPORTANT NOTICE FOR HOME INCOME CALCULATIONS: The CPD Income Eligibility Calculator continues to apply the FY 2013 income limits for HOME Program calculations, as the FY 2014 limits are not yet in effect for HOME. The FY 2014 income limits will not become effective for the HOME Program until 30 days after HUD posts the income limits, along with the 2014 HOME rent limits.

The U.S. Department of Housing and Urban Development's (HUD) Office of Affordable Housing Programs is pleased to announce that there will be 25 New HOME IDIS trainings offered at HUD Field Offices in every Region between October 2013 through June 2014. Training for CDBG IDIS will also be forthcoming and will require separate registration.
Please note that only one individual per grantee will be allowed to register and attend a training session.

FY 2013 and FY 2014 CoC Program Competition Application: Deadline Reminder


As of today, January 31, 2014, there are 4 days remaining until the end of the FY 2013 CoC Program Competition.

Applications must be submitted in e-snaps by 7:59:59 PM ET Monday, February 3, 2014.


As of 10:00 am ET today, out of a total of 416 expected CoC Consolidated Applications, HUD has received:
  • 63 CoC Applications
     
  • 89 CoC Priority Listings
     
  • 63 Collaborative Applicants have submitted both the CoC Application and the CoC Priority Listings
See Section VI.B.1.d. of the FY 2013 - FY 2014 CoC Program Competition NOFA that states in part: “The CoC Priority Listings are a separate submission; therefore, CoCs must ensure that the FY 2013/FY 2014 CoC Application and the CoC Priority Listings, along with the applicable Project Applications, are submitted in e-snaps prior to the application deadline.”

Applications must be completed and submitted in e-snaps no later than Monday, February 3, 2014, 7:59:59 p.m., Eastern Time. Please allow ample time to complete your CoC Consolidated Application and DO NOT wait until the last minute to submit. HUD strongly recommends that CoCs submit their applications at least 24-48 hours before the deadline. HUD will try to answer all AAQ questions submitted; however, as stated in previous listserv messages, cannot guarantee a response if they were submitted after January 29, 2014.

CoCs, Collaborative Applicants, and Project Applicants that require information and technical support regarding the FY 2013 CoC Program Competition may submit an electronic inquiry to OneCPD Ask A Question. Starting today, January 31, 2014, the AAQ will only respond to emergency technical support questions up to the competition deadline of Monday, February 3, 2014, 2013 7:59:59 p.m., Eastern Time.

Applications must be completed and submitted in e-snaps no later than February 3, 2014, 7:59:59 p.m., Eastern Time. Please allow ample time to complete your CoC Consolidated Application and DO NOT wait until the last minute to submit. HUD strongly recommends that CoCs submit their applications at least 24-48 hours before the deadline. See Section VI of the FY 2013 - FY 2014 CoC Program Competition NOFA for application submission and timely receipt requirements for the FY 2013 CoC Program Competition process.
Important Updated Information:
The Notice on Appeals for the FY 2013 - FY 2014 Continuum of Care (CoC) Program Competition has been posted to the OneCPD Resource Exchange. This Notice provides guidance to Continuums of Care (CoCs) and Project Applicants applying for funding through the FY 2013 – FY 2014 CoC Program Competition regarding the information that must be submitted to HUD in order to appeal one of the following decisions:
  1. A project applicant believes that it was denied the right to participate in the CoC planning process in a reasonable manner. For more information see Section II.A of the Notice.
     
  2. An eligible applicant was denied CoC Program funds by HUD, or requested more funds than HUD awarded. For more information see Section II.B of the Notice.
     
  3. An eligible applicant whose jurisdiction refused to sign the Consolidated Plan certification for the project. For more information see Section II.C of the Notice.  
Additional Clarification on the Consolidated Appropriations Act, 2014 as it pertains to the FY 2013 – FY 2014 CoC Program NOFA's requirement of a commitment letter for nonprofit organizations applying for rental assistance:

Question: I am a nonprofit applying for CoC Program funds. Am I required to have a commitment letter from a State, unit of general local government, or public housing agency that is dated by the application submission deadline as required in Section II.B.5 of the FY 2013 – FY 2014 CoC Program NOFA?

Answer: No. Because the Consolidated Appropriations Act, 2014 contained language permitting nonprofits to administer rental assistance, nonprofit organizations are no longer required to obtain a commitment letter from a State, unit of general local government, or a public housing agency agreeing to administer the rental assistance awarded under the grant on the nonprofits behalf. Nonprofit organizations are now able to administer rental assistance.

Income Calculator Updated with FY 2014 HUD Program Income Limits

Income Calculator Updated with FY 2014 HUD Program Income Limits 


HUD has completed updating the Income Calculator to incorporate FY 2014 HUD Program Income Limits for all programs except the HOME Program, as the FY 2014 limits are not yet in effect for HOME. These limits have been effective since December 18, 2013 for most HUD programs and can be viewed on the OneCPD Resource Exchange.

How Does This Affect the Income Calculator?

IMPORTANT NOTICE FOR HOME CALCULATIONS ONLY: This calculator continues to apply the FY 2013 income limits for HOME Program calculations only, as the FY 2014 limits are not yet in effect for HOME. The FY 2014 income limits will not become effective for the HOME Program until 30 days after HUD posts the income limits, along with the 2014 HOME rent limits, on the HOME Program website at www.hud.gov/homeprogram/.

All calculations (except HOME) that are currently in a user's dashboard in the CPD Income Eligibility Calculator, as well as all calculations completed going forward, will use the FY 2014 income limits for the purposes of determining eligibility.

Although your data and calculations are accessible within the CPD Income Eligibility Calculator for 13 months, this feature is designed to allow you to more easily update a beneficiary’s income in the future – it is not a repository of income calculations completed in the past.

Only calculations that had been downloaded from the Calculator and saved to a user's hard drive (or printed off) prior to today used the previous year's income limits data for calculating a beneficiary's income eligibility.
